A potential buyer e-mailed & asked if he can pay me with a money order,I thought Pay Pal didn't use money orders is this buyer legit?

Sellers can't offer via listings but nothing wrong with a buyer asking. Buyer asking is not uncommon.
Its up to you whether you take or not. No PP claims on money orders.

Nothing to do with paypal.
Buyer mails you a money order.
You cash it.
You mail the widget.
A Post Office money order is the best you can cash them at any Post Office without paying any service fees.
If the buyer is in the United States make sure they send a USPS International money order.
Not a domestic one.
