can the amount billed and credit card charge be different

i both a tool on eBay the seller agree on the price including packing&handling+shipping 224.00 received it with packing slip showing 224.00  but my credit card was charge for 323.76 the item was ship from Quebec to Toronto were is that extra cost come from which i have no bill or invoice for it, if Paypal or eBay charge the difference can i get a receipt to show what i paid or is this fraud.

Sounds like you agreed on $224us -- and your credit card converted from US$ to CA$

 

Check your credit card statement and see what it shows for detail (most credit cards show what the original charge was before converting).

Many, probably most, Canadian sellers list in US dollars because most of our customers are either in the USA (80-95%) or overseas and understand the US dollar.

 

If you are on eBaydotCA, you will see both currencies if the seller lists in US dollars. The Canadian amount shows with a 'C' in front of it.

The amount is approximate and may  have changed by the time of the actual purchase, invoice and payment.
