After I paid for a item, I noticed it sold out. Then I messaged the seller asked if the item is in stock. He repleid he doesn't have it anymore. So now what I should do to get my refund?

If you bought something and paid for it, you ought to be getting your item one of these days.  If you bought the last one, then sure, next time you checked the seller was sold out.  No matter, if there is none left for you then your seller should refund you, and if he does not, the following link explains how to get it:

You have 45 days in which to file your Item Not Received claim, although the concensus is to do it no later than day 43.  Do not be talked past that deadline date for any reason whatsoever.  And once you open your claim, do not close it until you have either your item or your money back.  Once you close a case you can never reopen it.

That said, I think if it were me I would send the seller a clear request to ascertain if he will be sending the item to me, and if not would he please refund me.  Most sellers will try to avoid a claim if they can, but you are new so there are those who will take advantage of this to try to steal from you.  I'd say give the seller a last chance to clarify his position, and if no item and no refund, file a claim if and when need be.

0 available means you bought the only available on listing and should receive. If seller was unable to supply a purchased item they would contact and refund your payment.

If contacting the seller does not result in the item being shipped or a refund given,open an item not received dispute with PayPal. Read this page,it contains useful info on the dispute process.

Ask for the Delivery Confirmation number on the package you were sent. You can check this against canadapost.ca. But most sellers don't use DC (which is expensive for Canada) and it may be the most he can supply is the shipping invoice number.

This is not a bad thing, it does indicate he bought postage and probably shipped.

But if he used LetterMail, even that number will be unavailable.
