I have my site preferences set and my listing states clearly US only and no international shipping, Flat rate boxes and envelopes. Still, someone from Canada placed a bid. How do I refuse the bid or cancel the bid?

You are on the Canadian Q&A board, - but that's okay. 🙂 Cancel the person's bid here:
http://pages.ebay.com/help/sell/manage_bidders_ov.html#canceling
and then add the person specifically to your blocked list because the person may be new and not understand that some sellers restrict where they'll ship to. Also, it is as easy to wander south as it is to mistakenly come north, so no doubt the bidder made a mistake and doesn't realize where he is:

I'll assume you have your preferences set up to block bidders registered outside the US....

Hi gnebugs.. If you were to ask the bidder it may be that they have a US primary address added. That will bypass your block.
Here is a thread on your Boards..

Why block the buyer though? He/she probably hasn't done anything wrong here - it's probably the way you listed the item.
I actually find it frustrating when searching for items to buy and to find exactly what I'm after, only to find out it's from a US seller and they won't ship to Canada. I ship to the US all the time and have never had problems - although I've talked to a couple of US sellers who had issues selling to Canadians... not sure why though.
