Okay, you were naive to believe the scammer. And you can't leave feedback or the more important Detailed Seller Ratings.
If your seller left feedback for you (unlikely) you can add a Response to it, indefinitely. The most effective Responses, like the most effective feedback, is calm and factual.
However, you might be able to get your money back.
Go to the credit card you actually paid with (Paypal is just a mediator), phone the 1-800 customer service number and ask about a chargeback.
Cards have longer deadlines, but since you are already over 60 days, act immediately. Have all your dates, amounts, transaction numbers etc handy for the clerk to process your refund.
And don't whine or swear at the girl. Her job is to decide whether or not you get your money back. Keep it professional.
