Yes.
China is not a country we have a free trade agreement with.
Anything manufactured in China is dutiable.
Even if you were buying the screen in the USA (and we do have a free trade agreement with the US, Mexico and Chile) it would still be dutiable.
There are a few minor exceptions (such as gold coins, for some reason) you can find them here.
