It's the sellers' choice to use the global shipping problem and the prices are not set by the seller nor ebay but by Pitney Bowes. If you do not like the shipping prices, do not buy from sellers who use the program. There are plenty who do not.

While Pitney Bowes sets its own fees for shipping and handling costs, the actual duty and taxes are set by the buyer's own country.
Some countries, Canada included, are lax about this. Some are strict.
Flat fees, like the S&H fee may be a small amount of cash but a high percentage of the cost of the item.
EBay tells sellers not to use GSP if the value is under $50.
PB fee seems to be about $5.
If you bought an item that cost $20 then PB$5 fee would be about 25% of the cost of the item. Add in another 20% for Thai border fees takes you up to 45% of the value in GSP costs. And of course the original seller also charged you something to get from his location to PB in Kentucky.
