The seller is located in China.  You should have made a claim within a month or two of having made payment.

Why did you wait so long?

Why did you buy from that seller considering the large number of negative feedback to his account?

PayPal allows 180 days (6 months) for Item Not Received claims. Maybe it is not too late and you can just squeeze in to make a PayPal claim before the 180 day deadline.

Why is it difficult after 30 days the item is expired and no help is given after not receiving the item. After making many notes that it wasn't received yet. I am out of money and this is a crock that ebay wont help more because I am not replying to the seller continually that I have not yet received it. There shouldn't be closed cases until we receive a refund or our product!!

THIS IS **bleep**! I should be able to contact the seller after the fact and deal with it myself. I am a fair buyer and I want my refund.

You should be able to contact the seller yourself. If you can't do it through your purchase history you can go to the seller's feedback page and click on contact seller.

As mentioned in other posts, the limit for making a claim on ebay is 30 days after the latest delivery date. But on paypal you can make a claim for up to 180 days after the payment was made. If you paid  through paypal, sign into your account and go to the resolution center.
