how do I apply a "sale price" or percentage discount re an item up for auction or fixed value sale?

I have seen discounted start prices & fixed price auctions where the seller has applied  a temporary sale price  ...usually a percentage i.e 10 % off for a limited time. How do I do that to one of my auctionsor fixed value sales? thanks !

That option is only available if you have a store.
