how long for paypal protection plan to pay buyer?

I bought an item and paid promptly then communication with seller stopped was concerned so I checked his feedback and found out he did not complete transaction with many buyers so I filed a claim under the buyer protection plan to get reimbursed for the total disbursement and I would like to know how long it takes to receive my total refund when all ebay has to do is look at all the negative feedback ebay member has in his feedback section,it should be obvious what this guy is doing and all I want is all my money back so I can feel good about the PAYPAL BUYER PROTECTION PLAN.

First of all, are you sure you've filed a claim and not a dispute?  There's generally two stages involved in recovering your funds when you file with PayPal.  A dispute is the first stage.  You have up to twenty days after filing the dispute to escalate it to an actual claim.
