Seller send me something different so he doest like my feedback so he dosnt want to ship me what i purchase till i change the feedback i ve been waitng 6 weeks so help me with seller im a good customer

Open an Item-not-as-described case on eBay -- if you still can (30 days after last estimated date of delivery).
Feedback revision -- I believe the Seller has to make an official request before the Buyer can modify their feedback.

When there is a problem -- you contact the seller first -- before you leave feedback. If the seller does not make it right -- then you leave feedback.

Is this for the feedback you left six months ago?
Open an Item Not as Described case on ebay if it has been within 30 days of delivery. If longer, you'll need to use paypal but their Resolution Centre makes you return the item with tracking to be eligible for a refund. I hope this wasn't a high-ticket item but if it was, that may justify the cost of return postage. Paypal is good for up to 180 days from payment.

Never accept an offer of a replacement. There is no reason to believe it will be any better than the original, if it arrives at all.
You should file a Not As Described Dispute. The seller is required to send you a Return Shipping Label. (If he is not in Canada , he cannot do this. His problem, not yours.)
For future reference: Feedback has no actual effect on his selling account. There is some effect for those future buyers who actually read it.
The first step is to contact the seller.
The second step, if that doesn't get you a refund with return shipping, is to open a Dispute and get the refund.
The third step is to leave feedback, or not, since FB is voluntary.
Leaving early FB is a good way to sabotage cooperation with the seller.

You, as a buyer, can't change your feedback unless the seller sends you a request for FEEDBACK REVISION.

Is that about the $2 bill you bought in November? I can understand your irritation if you got the wrong one, but I also understand the seller will not simply ship you the other, not for over $200 US + shipping, not when you still have the other.
This was a GSP item and so when you open a claim you need to SAY it was a GSP item in the claim. You may as well do it now because waiting for the seller to mail you a second item valued at nearly $300 Canadian will get you nowhere.
Usually on a GSP "Not As Described" case, the buyer does not have to send it back because the shipper of note is Pitney-Bowes, no longer the seller. P-B does not generally return items to sellers. And they don't want items stored up in their processing plant. So usually they just refund.
With a GSP case you can tell the seller about it out of politeness, but the seller is out of the loop at this point. Just go ahead with your claim.
Use the RESOLUTION CENTER link at the bottom of this page and start your claim on eBay. If it is too late for that, go to your PayPal account and find the Resolution Center there under TOOLS. If PayPal does want you to return the bill, make sure you mail it with TRACKING.
Do something NOW because the longer you wait and argue with your seller the more likely you will end up with no options at all.
