is there a way to prohibit someone from selling something they describe as rare when it is not ?
are there rules for calling smoething "rare" ? as there is for "vintage " or " antique " ?

Don't believe there is.
Most people know when an item is rare
and won't bid on it.

A few years back, reading instructions on how to sell on e-Bay, I
remember seeing a suggestion of not using "rare" to describe an item.
But no rule that you cannot use it.
"Buyer Beware !" If you know it's not rare, bid accordingly or ignore it
if you don't want it.
