Be more patient. Some of my buyers wait 3-4 days, some even 7-8 days to send the payment. I file UID on 8th day.

One day is too soon to get stressed out. Not all buyers are sitting at their computers when an auction ends so they may not even be aware yet that they won. If they don't end up paying, then as others said, you can file for an unpaid item claim to get your money back.
I'm not positive but I don't think that you will be able to relist until next month. If the unpaid claim does go through, you could phone ebay and see if they could make an exception.
Is your Paypal account linked to a credit card or bank account? That may help to increase your limits.

yes it is , Both are and connected with paypal. With my little experience on ebay i`ve been paid right away so I thought it was just the norm where if you bid on something you pay right away or within a few hours. Or at least contact the person to say when you can pay.

As a buyer, I pay as soon as I am able. However, many listing end on the weekend. If I'm out of town, I pay when I get back. As mentioned by others, not all buyers are sitting at their computers watching the auction count-down.

I agree with you guy's saying people don`t watch the auction sometimes but when someone bids 5 seconds before it ends which is what happened in my case was not clear in my main post , it just makes me wonder..
item Ended:18-Aug-14 18:07:22 EDT
bid time: 18-Aug-14 18:07:17 EDT

Just because they bid with five seconds left doesn't mean they were near a computer. They might have been using a sniping program that automatically made a maximum bid on their behalf five seconds before the auction ended - it's a very common tactic among experienced buyers.
As others have stated, just be patient, your buyer should pay. If you haven't received payment in four days then simply open the Unpaid Item dispute and follow through with it.
To avoid non-paying bidders one thing you might want to consider is listing 'Buy it Now' with 'Immediate Payment Required'. With things like video games if you look at the completed listings you can get a pretty good idea of what a similar condition game will sell for. It doesn't fluctuate all that much. Just put it up as a BIN around that price and you won't have this problem in the future.
Best of luck!
