The person to whom you must apologize is the seller. Only the seller can cancel the order for you. It is not possible to buy by accident on ebay, - you must first click on the listing to view it. Then, you press the 'Buy' button, and then you are taken to a page asking you to 'Commit to buy' and you must then click that button as well.
So now that you've changed your mind, if you very sweetly ask the seller for a cancellation, I am sure the seller will comply. That means the seller will send you (to your ebay messages and your regular email) a Request for Mutual Cancellation.
When you get this message, click the Respond Now button, and then the one that says Accept. The seller wants his fees back which he will have to pay otherwise.
The seller does not have to cancel. Bidding and buying is fun, but also serious. If the seller does not cancel he can file an Unpaid Item claim against you, and you will get a strike on your record. Most sellers have blocks on people with 2 or more strikes so it will be nearly impossible to buy anything else for the next 12 months.
In future, when you see something you like, - just below the 'Buy' button it says Add to Watch list. Click that, and the listing is stored in a list for you without your having to actually buy. You access your Watch List at the top of the page under My eBay.
