opt in to Top Rated Seller

How can I opt back in to the Top Rated Seller program?  I opted out of the program offered years ago, but now can't see where to get into this new version..

The Top Rated Seller status is not an offered program that you can opt in and out of.

It's earned by achieving and maintaining a certain level of "Detailed Seller Ratings" and is applied by eBay.
