I'm not sure it has anything to do with PayPal. I use Stamps.com to print USPS postage labels. 99% of the time they upload to eBay seamlessly but every once in a while they don't, or more frequently 9 of 10 will but 1 won't.
Seems like an eBay API problem more than a PayPal issue.
