payment unclaimed and seller wont respond?

I recently purchased something from a seller from quebec, I paid him on Jan 2, he never shipped the item. I sent him 3 messages but got no replies, I just checked paypal and it says the payment is unclaimed, what does that mean? what should I do?

It could mean that he made an error in his email address when he set up his Paypal account.

But since he seems to be ignoring you, open an Item Not Received dispute.

If nothing else that should get his attention.

If he continues to stonewall, Paypal will refund you and go after him for their money. There will be other fallout for him.

thanks I tried to use paypal dispute but it says I cant dispute an unclaimed payment????
