Can you go in person and inspect this item? If not, can you send someone that you trust to inspect it? If you can't, you shouldn't be shelling out that kind of money.
How were you going to get the item? You would have to pay thousands of dollars in freight to have it transported. If the seller says they will ship it for free, dont believe them. it's a scam.
By the way, where did you find this item? If not ebay? Did seller say that you can't "complete" the transaction on ebay? Yes? Scam for sure.
Oh and if $17K is a hell of a deal, then it's most certainly a scam. No one is going to give you a super bargain on an expensive piece of equipment.
