"Approximately" because the exchange rate is constantly in flux. While most banks will hold the retail exchange rate for a full day, the world market is changing minute by minute.
So the price will be a firm $16.99 USD and somewhere pretty close to $23.99 CDN depending on the price of the loonie and the phase of the moon when your payment is processed.
If you want to check this, go to three different banks on the same day and ask for the price in CDN of $100 USD. Then go across the street to the credit union. Then go around the block to the currency exchange store. And finally, drive out to the airport and get the price of $100 USD at the exchange counter there.
Bet a nickel you will have at least three different prices.
