I am obligated to give the buyer a refund if they did not purchase insurance?

Hi rockcs.. Insurance is seller's protection . not buyers. Seller is responsible for getting item to buyer.

Buyer has ebay protection. Can file a claim and if seller doesn't refund , PayPal will and collect from you.

Only seller can file an insurance claim.
