seller don't want to sell an item after a refund

I buy an item and the seller send me an email telling me that the item is out of stock and he can't tell me how much time i need to wait to have the item and he offer me a full refund and i tell him to ask me when he was received the item to buy it after.

 

After 2 weeks, i send him an email to know if he received it and answer me that yes he received the item but he dont want to sell to because he waste time to do the refund and dont want to waste more time with me.

 

Now I want to know if i can do something to report this event to ebay.

Once he refunded you the transaction was voided and no longer exists.

If it is still on your feedback page you can leave appropriate feedback.

However, although it sounds as if you were dealing with a dropshipper who never knows whether his supplier has any of the products he offers in stock, he did let you know promptly that he could not supply the item and refunded quickly. If he also offered a Mutual Cancellation and you agreed, then you were agreeing to the refund and end of the transaction.

At worst a simple neutral "dropshipper- product out of stock" would explain the possible problem to his future customers, without making you look like a PITA.
