Your feedback says that you can't put in a claim because lack of paypal account. How did you pay the seller then?

Did you pay from your credit card? Paypal may have masked your financial information but may not be able to help with anything else if you are not signed up with them.
Go instead to the credit card phone the 1-800 Customer Service number and ask about a chargeback. The clerk will need the eBay transaction number, the amount paid, and dates to process your refund. Have the information handy for her.

i used my visa debit card through paypal. not really sure if it works 100% the same as a credit card as funds are withdrawn directly from my bank account. i still have the payment confirmation email from paypal though.

Probably not but ask. If you don't ask they can't say yes.
But as you say, a debit card is a sort of electronic cheque. I hope this will not put you off eBay, but when you do register with Paypal , which has an excellent Buyer Protection system for their customers, do use a credit card to back your payments. That gives you the second tier of protection from the card.

ebay is still a great place for good deals, but between being informed of the system hack ebay suffered, 2-3 months after the fact, and this seller, that I'm apparently not allowed to share the name of, my opinion of ebay's security regulations is severely deteriorated. The fact that I am unable to utilize buyer protection without signing up for paypal is extremely annoying as ebay and paypal do not make said fact clear to the average user.
