seller request to pay more higher price

I have a problem with the seller on auction # 281146270985, where the seller now refused to send me the item, and he request me to send the payment more high then the price where he has agree with my offer.

The request is even more higher then the price he put for buy it now.

He demand me to pay for $ 250 for the item, and he put the price for buy it now only $ 235, and I offer him for $ 200, because he open the auction for best offer, and he agree for $ 210, and now how come he want me to pay for $ 250 or cancel the transaction.

That is unacceptable, and he still new with 0 feedback.

I hope eBay can suspend his account, and I will not agree to cancel the transaction.
