Since the GSP /Pitney Bowes doesn't want damaged and unwanted items back to clutter up their plant, you will not be required to return the parts that you did get.
If you can replace the missing part locally, you could ask for only a partial refund (less the cost of the missing part), but it seems that PB finds it simpler and therefore cheaper to replace the whole thing.
