Item location is confusing to sellers who are dropshipping. Many put their own location when they should be noting the location of the item.
Part of the reason for the "location" is so that a buyer will know if import fees are going to be likely.
But the main reason for the seller going NARU (Not A Registered User) is probably other unhappy buyers laying Not As Described claims.
If you are too late for the eBay Claim, you have six months (180 days) from payment for a Paypal claim. Do mention that the seller is NARU. This usually speeds up the claim.
Note that you might be required to return the ring to the seller, with Confirmation of Delivery. This would be to the Canada address not the one in Singapore.
