Unless a seller sets up his listings to sell internationally, he is not required to do so.
If you see a listing you like, but cannot bid, use Contact Seller to ask if he is willing to ship to Canada and if so, how much it would cost to have him ship here.
Be aware that shipping with Delivery Confirmation from the USA to Canada can be very expensive. And that any purchase over $20 is subject to appropriate duty and sales tax, plus the carrier's service/brokerage fees.
If the seller has Blocked messages from international buyers, move on.
If the seller refuses to sell outside the USA, move on.
