why do some sellers have insane high shipping rates

I thought that you were to make money on the product not the shipping and yet two sites that have interesting stuff have real inflated shipping rates.
Is that ebay legal?

eBay does have an
"Excessive Shipping & Handling Policy"
And even sets maximum charges in some catagories.

Some US sellers charge excessive amounts to ship to Canada because they don't realy want to ship outside of the USA but by offering shipping to Canada or other international destinations there listings apear higher in the search stream.

Some sellers used to list an item low like say 99 cents for athletic shoes but with $200 shipping. Back then, sellers were only charged a fee on the item, not the shipping. Because too many sellers were doing this to circumvent ebay fees, ebay started charging a fee on the total amount received, not just the item cost so if a seller has a 99 cent item with $200 shipping, they will be charged a fee based on $200.99, not just the the 99 cents.
