I would check your PayPal account for a credit.

If no credit, I would message the seller asking for a refund.

Failing that, I would request a cancellation:

The final resort is an item not received claim at the end of eBay's estimated delivery date.

If you back your PP account with a credit card, look there for the refund.

It is actually a very good idea to back your PP with a cc, since it speeds up your payment and also gives you  third level of Buyer Protection (eBay /PP/ chargeback).

The buyer can also open a Paypal dispute seven days after purchase.
