Are we allowed to wire money to complete a transaction, Who do we wire it to?  Or is paypal the only safe way?

You are not covered by ebay or Paypal for a wire transfer.

Here is the acceptable methods.

Are you refering to an ebay purchase or would it just happen to be

an automotive sale from Kijiji or auto trader or something similar

who said they would put the payment through ebau.

If so then it is a scam.

There is no car, boat, tractor, RV...

EBay does not handle financial arrangements for non-eBay transactions,

She is not recently widowed/divorced.

He is not on active service in Iraq/Afghanistan/ Mali

He is not a meteorologist on a ship in the North Atlantic.

This is a well-known scam, often called the Kubota Tractor scam.

Do NOT send any money anywhere. You will never see it again.

paypal is the only safe way.

wire transfer is permited in certain catagories only but Western Union is prohibited.

I personaly would not buy something where paypal was not accepted unless I was collecting the item in person and paying cash.
