The 1st item is $6.95 US (shipping?) and additional items are $2.00 US for Standard International Shipping. I ended up purchasing 62 pieces of silver jewelry. The total price for just the shipping is approx $130.00 US.
The seller is allowed to set her own price for shipping.
Some will discount on multiple purchases-- as your does, discounting her shipping charge by $4.95 to only $2.00.
If you thought this was too high, the time to enquire is before buying.
While many sellers will happily discount for larger orders, it could be that your seller is using Shipping as a profit centre.
the seller uses excuses all the time on why there is such a delay on the shipping. After 10 days from purchase, the items are still in the same state.
If the seller has mailed the item, and tracking shows she has, she has no further control over the shipping. She does have responsibility for it, though.
Remember that tracking shows where the item has been recorded, not where it is today.
With tracked shipments, just record the last estimated delivery date that eBay gave you on your calendar.
The tracking is a Seller Protection. It does nothing to speed the shipment, nor does it offer protection from damage in transit.
In my 35 odd years in mail order, whatever the shipping service used, it's been my experience that 20 days for delivery anywhere in North America is normal. Usually it is a little faster, but not necessarily.
EBay allows you to file a Item Not Received claim for 30 days after the delivery window closes. And the window is based on the seller's "handling time" and on the estimated delivery period given by the carrier, not by the seller alone.

Somewhere in the Archives is a thread about UPS' amazing customs brokerage charges that is over 5000 posts long. Most are cries of pain and horror when they are charged $25or more for brokerage even on items that cost only $20Canadian and have no duty but only sales tax due.
Shipping is too expensive and getting pieces made abroad is so much cheaper.
Might I suggest that you choose a country that is a member of the new TPP free trade agreement? You will still be paying sales taxes, but there will be no duty on your items.
It is not clear whether the higher duty-free allowance discussed above will deal with any countries other than the USA and Mexico, our NAFTA partners.
