mDepending on the nature of the dispute it can certainly help. Like if color is wrong or size is wrong.
Maybe a friend who can snap a photo and e-mail it to you...

It can help a great deal.
For example, the seller is allowed to require the return of the disputed item before refunding.
A photo can confirm the problem without the need for an expensive, slow, tracked return.
If the seller will settle for a picture, you will speed up the refund a great deal.
In addition to cameras on phones, you may be able to use the scanner if your printer has one.

In any case, supporting evidence is paramount to building a strong case. Photos in the event of an item not as described should be considered important evidence, so if it were me in this position, I would impose upon a friend or family member to help me by taking a picture if I could not. Consider it the same as asking for a witness to corroborate your testimony.
Also, if the item is not as described because it was damaged due to postal error, your seller will NEED those photos to open their own case with the carrier.

The seller can not require that you provide a photo but as others have said it can make a difference on how the seller handles the claim.
