I was charged an extra global shipping change on my order that wasnt posted in the ad, which I was totally unaware of until I checked my bank account. I read a bit about the import charges from usa to canada - and I understand it isn't something new but i've never experienced it in all my orders i've ever ordered from Ebay, and this is a product I order often. Was this just something I struck unluckily through a new seller or is this a thing that's going to be happening from now on with every seller as long as I am ordering from USA to Can?

If it's not sent through the Global Shipping program, you'll end up paying the duties and broker fees at the time of delivery.
I prefer the latter because the former makes delivery times super long... in can take 2 to to 2.5 weeks with the GSP while items can get to me in less than 4 days without it.

They can take less than four days to reach you, but not always, and if the item's being sent by some express service to get that sort of turnaround, you're going to pay for it.
It's a bit of an apples and oranges comparison, anyway. You're comparing a more direct form of shipping to the services of a forwarding service. It's not so much the customs clearance in Kentucky that slows down the transit time of a GSP item but, rather, the shipper's choice of carrier to get the item to Kentucky.
I've only used the GSP three times, and those purchases were cell phones. At the same time I bought the phones, I bought cases for the phones that were shipped by means other than the GSP. Two of those three phones arrived before the cases, although in fairness one of those cases was likely drop-shipped and went through a mail consolidator that took a really roundabout route to reach me in BC.
