I bid on an item 2 days ago. The bidding period ended with only my bid of 1100 CAD. I sent the payment instantly. A day later, the seller sends a message saying there was a problem with the payment and HAS to cancel. However, I had received a payment confirmation and everything, confirming that the payment has gone through. Curious, I checked his seller profile and the item was for sale AGAIN for a higher initial bid needed.
Is this not against TOS?

Have you also been refunded your payment?
If not you should open an Item Not Received dispute with Paypal. The Resolution Centre is at the top of the PP account page under Tools?
Is the new opening bid close to your original maximum bid?
Are you willing to deal with the seller again?
Bid the same maximum you did before. The seller only sees your high bid (in this case the same as the opening bid) and not your maximum.
You can also phone Trust and Safety and explain that your payment did go through and there should not have been a cancellation for that reason.
EBay takes non-performing sellers very seriously.
I'm not sure if he has to pay selling fees on the cancelled sale. If so, he is out $110 (plus 10% of the shipping fee), which is an expensive lesson about not listing at a price at which you are willing to sell.
You can leave appropriate feedback for 60 days from the purchase date.
The most effective FB is calm and factual.
"Cancelled after payment Relisted at $XXX higher" might warn others if you are not bidding.
If you are bidding, you can leave FB after the auction closes.
Note that sellers can also Block any unwanted bidder, without having to give a reason.

In passing, it appears that you have not yet received FB for any transactions.
A "0" FB bidder on an $1100 item would make many sellers nervous, and being located in Canada might upset a xenophobic American seller.
Not that either is a terrible thing in itself, but our southern neighbours are..... not Canadians.
