It's not uncommon for tracking not to update for the gsp once it leaves the gsp Center so if it was already in transit, there is a chance you will receive it. The estimated delivery dates are just estimates so I usually wait at least a week or 2 after that date before opening a claim whether it is a gsp transaction if a regular one.
As long as there is tracking showing that the item reached tha Kentucky gsp Center the seller isn't responsible for refunding you, the gsp would have to do that. The seller may have had their funds held for a bit but they wouldn't be out any money or be penalized in any way.
I do agree that it would be frustrating not seeing any updates especially when the program does say the transaction will have tracking. That had been a problem for a while with the gsp and also with the new eBay standard international program .For myself, I rarely look at tracking unless a item is really late but I know that not everyone is like that.

If you don't want to deal with GSP just buy Canadian...just select "item location" in your search to Canada and you are all set.

That's awesome. It just sucks that it's been a week past the delivery date (April 1st) and like 2 weeks (March 23rd) since the tracking got updated. I seen that people usually get a Cleared Customs or something along those lines but I've gotten nothing. Might just wait till April 23rd and then just re-buy the item from somewhere else.

The best thing to do with any online purchase is to write the last estimated date for delivery on your calendar and not think about it until then.
The GSP is a Seller Protection against unwarranted Not Delivered claims. As you were told above, your seller was not affected by your Dispute once tracking showed delivery to the GSP plant.
Your item will arrive. Your seller has been paid for it and GSP doesn't want it back. Ethically, how do you plan to deal with an item you have received but did not pay for?

You can open a Dispute with eBay specifying that this was a GSP shipment.
GSP is quite good about refunding -- it's just a business expense and covered by their insurance.
If the 30 day eBay MBG has expired, you can still dispute through Paypal
