Seller has 100% rating and confirmed my address.

Went from Moscow -> Queens NY Distribution Center -> Chicago and now ebay is saying it's been delivered to an individual.

Open an Item Not Received dispute in the Resolution Centre below.

State that the item was sent to the wrong address.

You may have to appeal the automated decision, but if you do, go to Chat NOT TELEPHONE, or the Twitter/Facebook reps, who seem to be better trained and have more authority than the subcontracted minimum wage clerks in the Utah boiler room.

Also Use Google Street View to see where the shipment actually went.

It would be very odd for an item addressed to CANADA to end in the USA. Something else to explain (in writing) to the eBay rep.

USPS tracking only lists Chicago IL unfortunately.

Then its likely that your shipment is in the black hole that is the Chicago Terminal. Eventually it will move on to Gateway in Mississauga.

What are the exact words you see about Chicago?

You should file an item not received claim but as the item does show delivered, the bots might automatically close the case in the sellers favour so you will have to appeal but you will win since your address  on the payment is not in Chicago. 

If you want you can first contact the seller and tell him that the item was delivered to someone in the US but ask for a refund, don't let them tell you that they will send a replacement as you will run out of time to put in a claim. Depending on what the seller says, you will likely want to open a claim now anyway.

The bots shouldn’t close the case in the seller’s favour as the ZIP code in the item’s last scan isn’t likely going to match the buyer’s postal code in the transaction details.  But you're right in thinking that weirder things have happened, @pjcdn2005 .

One of two things could be happening here:

1. The item has been picked up by a mail consolidator for shipping to Canada. There’s a USPS post office at that ZIP code so it may have been routed to a PO Box,

2. The seller sent the buyer tracking information for the wrong item. It happens.

Update: seller acknowledged it went to wrong address. Offered replacement or refund. I asked for refund and that I would send the same offer for another item to keep the orders separate, and seller agreed.
