This seller always sells the defect products and refuses the refund request.
Please pay more cautious or avoid the items of his.

Ebay allows you 30 days from delivery (or last estimated date for delivery) to open a dispute on a purchase that is Not As Described.
What date was the item supposed to arrive by?
The Resolution Centre is at the bottom of this page.
The first suggestion is to Contact the Seller, but this is NOT a command.
You have contacted the seller so your next step is, still in the Dispute, to ask eBay to step in and Escalate to a Claim.
The seller will be required to send you return shipping.
If he does not, you win the Dispute and you will be refunded.
If he does, you return the product (make sure he send enough to cover tracking), and when it is delivered, you will be refunded.
If the seller does not refund you promptly, eBay will and go after him for their money.
If more than 30 days have passed since delivery, you can go to your Paypal account and Dispute there.
The PP Resolution Centre is at the top of your PP account page under Tools.
The system is almost the same but you have 180 days from payment to open a Dispute.
Unfortunately, PP insists that you, the buyer, pays for tracked return shipping.

When the tracking shows it has been delivered, you will be refunded.
And if neither of those work, you can call the 1-800 number on the back of the credit card you use to back your PP account, and ask about a chargeback.
