That's basically it. Bought an item, and month later noticed the 'paid for' icon was not illuminated, but Paypal says the money was withdrawn and sent to the seller on that date. The seller hasn't responded about whether or not they got a payment from me or not.
Any input would be awesome!

Update: The seller responded today and said that Ebay also says it was unpaid for, but their Paypal received the payment and they will ship it right away.

Did you receive your purchase?
It sounds as if the seller has an error in his PP address, and while PP did take your payment from your card/bank account/balance, it could not be delivered to the incorrect PP account.
You have 30 days from the last estimated date for delivery to open an Item Not Received Dispute through eBay.
The Resolution Centre is at the bottom of this page.
The first suggestion is to contact the seller, but you have already tried that.
Go on to asking eBay to step in and Escalate to a Claim.
This will, if nothing else, get the seller's attention. It may get you a refund.
To pay for and receive the purchase, the seller would have to correct his PP address. You would cancel yours, and then resend it (if the two of you want to continue) to the correct address.
You can also try cancelling the PP payment. The PP Resolution Centre is at the top of most PP pages under Tools.

Thank you for your advice! Upon reviewing the message I sent to them about the order, it says on that page Order Status: Paid. Maybe it's just an error on the other paid that says it wasn't paid for.
I think I'll wait a while and see if the seller responds.

EBay gave you a window for receiving the shipped purchase. And you have 30 days after that window closes to open a Dispute and be refunded.
You have other Buyer Protections from Paypal and from the credit card you back your PP account with.

Do you know if opening a dispute penalizes the seller in any way? I would hate to damage their reputation or anything like that if this is simply a site error.

Personally, I would write once more to the seller and see if they respond this time, unlike last. If they do not, then I would not worry about sullying his/her reputation. Open an "item not received" case and see if that gets the sellers attention.

No and yes.
If the seller responds promptly with a refund*, or can show delivery (not shipping, delivery), there is no problem for him. Both of you can leave feedback.
If he refuses to refund, or if he cannot show delivery, eBay will refund you and he gets a Defect on his selling account. Defects can mean higher fees (up to 14% of selling price), restrictions on the number and /or value of his listings, or even in egregious cases, closing of the selling account. The seller who loses a Dispute cannot leave feedback.
* In cases where the Dispute is for Not As Described, the seller can demand the return of the disputed purchase, even if he has a stated "no returns" policy. The only question then is who pays the return postage.

There is no question of who pays...the seller is always required to pay return postage for a not as described unless they want to refund without a return.

There's the whole "buyer remorse" thing which confuses me. Which button does he choose to make that claim?
I wonder if some of the "fake! scam! criminal!" complaints we hear on the US boards happen just because the remorseful buyer cannot work out how to make any other Dispute.
I've never tried to return for refund, so I really don't know.
Is there a page somewhere that actually shows what happens in a Dispute with screenshots? tyler@ebay?

So the FIRST reasons the buyer sees are the Buyer Remorse ones and they have to CONTINUE with "more options" to find the Not As Described ones, of which one (Doesn't seem authentic) is almost a BR reason.
