I just received a heavy package through Global Shipping Program (GSP) and noticed that the rate on the package is 0.45 when the fact the actual package weights over 3 pounds. I guess Pitney Bowes pockets the extra $$ for themselves. Should I report Pitney Bowes to Canada Post?

Can you try to explain that again? I don't understand what you're alleging went wrong.
Also, did you do an imperial to metric conversion?

You are assuming that Canada Post's measuring computer didn't catch the underweight and bill the shipper (Pitney-Bowes) for the difference.

It's probably just a mistake. Canada Post won't let things with too little postage get processed without getting paid.
You received what you ordered? Everything arrived in good order? If so there is little you can do regarding it. Contacting Canada Post won't change anything. They will tell you to contact the shipper which in this case is Pitney Bowes.
Pitney Bowes has no affiliation with Canada Post other than they buy postage. It's not like PBI and CPC are in cahoots to steal money from customers.
I know you probably *might* take offense to this but you are being a little *too* paranoid. Not everyone is a crook looking to steal the average honest Joe's hard earned money. Folks just do things differently.
