Most likely an overly paranoid seller who may (or may not) have been burnt, once, by a zero/low feedback buyer. If you can find the same item from another seller, do it. Don't waste another moment fretting over that dipstick of a "seller."

Honestly, I'd report that seller to ebay. That seems like a good way to end up being the victim of identity theft. It's definitely NOT normal. There are unfortunately sellers who will cancel sales to people with no feedback like that (although they're not really supposed to), but asking for ID is just dangerous IMO.

Ironically he's the one asking for personal informations...
eBay should penalize sellers canceling with false reasons, they don't and that's something a lot of sellers exploit

Sounds like a scam to me.
I'd steer clear of the seller.
Normally when I have a problem with a buyer's address, I contact that person and ask them to clarify their address that is listed (without using photo ID).
If there are further issues, the sale gets cancelled.
Nothing should go beyond that.
And as @flipistics said, report the seller to Ebay for cancelling the sale for an invalid reason. Make sure you have the messages of what was said as proof.
