Not sure it right community.
I bought watch from Japanese seller and won auction and paid upfront on Jan 16. Back and forth it dragged till 27 to be marked as shipped. Seller provided 0 comunication and had to be asked about what is "update on shipment status". He/She calimed they can't send it by stated methid (withoug providing any reason or explanation why they can't) and asked what alternatives i would perefer for shipment and later without waiting for reply shipped it. I did asked what alternatives and next thing it shipped by "slower" method.
Problem is shipment cost 35$, it's not free. It 50.XX canadain. It sure lucrative to claim you going to use premium serivce, charge for it and later bait and switch to something. While pocketing diffrence.
Waht protection do i have in this case? Should seller reinburse me for a difference sicne i did paid for shipment in full according to his quote and one thing is to pay for proper FedEx and other is postal serivce without tracking.
I get how seller can be unhapy about results of auction and may try to recuperate losses by charging extra for shipment. But what ebay rules are saying about it?
Waht if item arrives by snail mail months after projected dleivery date? If it arrives at all.
I had issue with Canadian seller slapping few$ stamp on envelope and shipping item for 20$ paid. No trackign nothing. Regular mail. That 18$ profit right there.
What ebay position on such excersises?

I can't speak for any official position from eBay about this but...I never, ever ship without tracking. The risk is always for the seller. Without tracking, you could get the watch and then file a claim of not received item (I'm not saying you are going to do it, but you know what I mean). Lose-lose for the seller.

@tony911s Sellers can upgrade the shipping method, but are technically not allowed to downgrade it. Since most downgraded methods are slower, when the delivery date passes and tracking hasn't been updated for a certain period of time you can file an item not received case. You can also leave negative feedback if you feel the seller is being dishonest.

I won't use word dishonest but i suspect some foul play here.
Proably if it all dead in two weeks i will apply for refund.
I positivley respoended to sellers who did typo (according to them) in posting and cancled or let them cancel if they felt they loosing too much. This one was open auction and if you did not set up safeguard in terms of lowes acceptable price one way or another. It on you and yet i would of said you know let it be. But going in the way he did... making it look very bad from the get go.

I don't know why he did what he did either. He got full payment and more than hansome shipping fee. Which covers for any other Japanese seller either DHL or FedEx and it here in 2-3 days like magic. Tacable, relaible etc. In the end i paid for that.

Japanese buyers and sellers have a strong reputation for honesty.
If the purchase arrives by the last estimated delivery date eBay gave you, but you are still unhappy about the cost of shipping, you have two choices.
1.) Leave feedback explaining your dissatisfaction to the seller's future buyers.
2.) Make a Not As Described claim, if the shipping method is not the one you paid for. Be careful with this.
*If the seller was listing from Japan on dotCOM, they must use Flat Rate Shipping and choose a generic service based on delivery time. (I am in Canada, and this is my only choice.)
* If the seller was confused and listed on dotCOM then used Calculated Shipping, they would be unable to give you a cost, since they are registered in Japan and neither USPS nor US-based couriers would be available. Which may be why your seller was so slow to ship. They were baffled.

It flatly stating FedEx. I like suggestion to say not as desribed.
