Unless the bag was actually manufactured in the United States, which I suspect is very unlikely, it won't be affected by the tariff. More info here:

Sometimes it does, sometimes it doesn’t. One has to read the listing closely.
eBay International Shipping (eIS) doesn’t work exactly the same way as the Global Shipping Program (GSP), the latter being defunct on the US site but still chugging along on the UK site, last time I checked.
