So far you have only dealt with the seller?
First- if you back your PP account with a credit card, look at the card for the refund.
If it's there, problem solved.
If not open an eBay Dispute in the Resolution Centre at the bottom of this page.
The reason is Item Not Recieved.
Immediately ask eBay to step in and Escalate to a Claim.
If the seller cannot prove delivery, not shipping , delivery, you will be refunded.
But if the seller did not actually cancel your order you may have to wait until the window for delivery eBay gave you closes. Then you have 30 days for Dispute.
Or.
Go to your PP account. The Resolution Centre is at the top of the page under Tools.
Same system.
If the seller cannot prove delivery, you will be refunded.
Or.
Final appeal would be to your credit card company-- again, are you sure the refund is not already there?-- Phone the customer service number on the back of your card and enquire about a chargeback. The rep will have questions about the transaction so be prepared with dates, transaction numbers, currency, amount of payment, etc.
If you use a chargeback, neither PP nor eBay will consider your dispute.
If you use PP , eBay will not consider your dispute.
Start with eBay and you have two courts of appeal.
