This seller is a scam  gets you to chat off ebay then tries to get you to buy by sending money for the ps4 account it is fake and does not work i have all the texts and all ebay messages to prove this

If that is the case, it's best to call ebay Customer Service and report it. Or do so from the listing.

If you sent him money and got nothing, eBay will not get involved of course.

But you have 180 days from payment to open a Dispute with Paypal.

The PP Resolution Centre is at the top of your PP account page under Tools.

Skip the suggestion that you contact the seller, ask PP to step in and escalate to a Claim.

If the scammer cannot prove delivery (not shipping , delivery) you will be refunded.

Just to add to this, if an unscrupulous seller were to instruct a buyer to send money directly from PayPal but sending it as a "personal" payment, there would be no protection except in clear cases of fraud where someone used your account without your knowledge etc.

But most certainly in the above scenario one could report the seller and most likely have the PayPal accounted suspended.
