Tried to File an Ebay SNAD, but PayPal SNAD was forced...?

I received an item that was damaged (not during shipping - it was sent ripped/cut), and I sent a message to the seller asking for a refund or a replacement.  Messaged again, still heard nothing back.  Then I go to file a SNAD claim with Ebay, only to be forced to file the SNAD through PayPal instead.  I don't really get why this is - although I've read that only those items purchased on Ebay.com can have a SNAD filed through Ebay - otherwise the SNAD will be forced via PayPal.  Can anyone explain the reasons behind this?  Does filing through PayPal vs. Ebay essentially end with the same result?

 

Seller is still non-reponsive, which is disconcerting, considering they seem to be currently active and have decent feedback.  Wondering if this is on purpose (hoping that i will not escalate the claim).  If the seller continues to ignore me, can I escalate the claim prior to the deadline (which is mid-November)?

There are two different Buyer Protection Programs available to Canadians:

 

  • eBay Buyer Protection: applies to items purchased on eBay.com. 
  • PayPal Buyer Protection: applies to items purchased on eBay.ca.

Members will be prompted to file a dispute depending on the item purchase site.
