I am writting here to see if you have similar experience, I would like to see if we should requesst eBay to do something, e.g. class lawsuit for supporting & nurturing scammer, if we have sufficient victims here.
My situation was
If it looks familar to you, you are not alone. While I am working with bank to file a dispute and hoping that I can get the money back that I might have to wait for couple months, I am wishing eBay can do something to:
I hope you do not need to go through the journey I had, and I hope eBay can do the right thing instead of just do thing right in order to make & keep the platform great.

Good luck with that. File a Chargeback and move on. Your wasting your time with the rest.

The eBay phone clerks are not actually employees of eBay but are sub-contractors. They are often unaware that Canada is a sovereign country with different rules and ways of doing business.
The US zipcodes cover vast areas. Canadian postal codes cover a single "postal walk" and urban carriers often cover several walks in a given shift. A high rise apartment may have several postal codes.
The actually eBay employees who cover social media are much better informed, and possibly more to the point are able to understand and act on new information.

You could contact one of these, the FaceBook team have a good reputation, and explain your problem.
However, I agree with @ericsells75 that you are more likely to get quick action by filing for a chargeback on the credit card you used to pay.

@femmefan1946, the OP's advice on pursuing a payment reversal was from an eBay online chat session, so they might as well continue pursuing the chargeback.

I agree.
But should that fail it is good to know that he still can go to his credit card. *ducks brickbats thrown by sellers*
