Bought an item for $140 USD from an american seller. The shipping was $21.92 USD. Oddly the import fees were $0.00. This was a gsp transaction. The opened and repackaged package arrived with a completely different item inside along with the original packaging that was cut open and shoved into the corner of the new box. Contacted the seller and got no response so after about 3 days we made a claim with ebay. The claim details stated and still state that we will be getting all $161.92 USD. A few hours later we got a notification that the seller refunded the whole $161.92 however upon looking further there is only $140 USD refunded in a single transaction in paypal, nothing else....
"The seller accepted your return of ********************* ********* and refunded you $161.92. It should be available within your original funding source."
Now my question is who do we have to fight to get back our $21.92 UDS that ebay clearly stated that we would also be getting back? I suspect that the seller is oblivious and on their end it shows a refund of the whole amount.
On another note I am furious that we lost the 10% promo ebay bucks from this AND the 8% promo rakuten $. This is another $25.20 USD loss on top of everything. At least we did not spend any ebay bucks on this purchase as that would have been lost too.
So now to re-buy the correct item from another seller it is not getting here for christmas and is going to cost shipping again.
Yes it has to be from a US seller as the Canadian version of the product does not suit our needs.
Is ebay calling all claims returns now? It says we opened a return... We did not, we opened a claim in the resolution center.

You would have opened a return when you opened an item not as described claim as that’s the only way to do it. Which reason did you give when you opened the claim...wrong item?
If they actually did refund that amount from the sellers account, it seems that they didn’t realize that this was a gsp issue caused by the gsp as the gsp should have refunded the amount that you originally paid to the seller as well as the amount that PB received. The gsp doesn’t return original shipping for a buyers remorse claim but they do refund it for a item not as described/wrong item claim so you are entitled to a full refund. But since they are not acknowledging that it was a gsp issue you are probably going to have to phone ebay customer service or contact them on eBay for business facebook or twitter.

Hi @maximus7001 - sorry that this purchase gave you trouble. Typically when a full refund is initiated by a seller the GSP shipping portion is automatically refunded as well. However, there can sometimes be errors with the issuance, which requires us to manually go through and initiate the refund of the remainder due you.
The best course of action is for you to contact CS like PJ suggested and have them review the transaction to check on the status of that portion of your refund. I always recommend contacting via social media (Twitter or Facebook) but you can also phone them if you'd prefer. Thanks!

Yes wrong item is the reason used for the claim. I think that when these items get opened to carelessly repackage them that some items are stolen and replaced with random objects. Its not like anybody is going to ever look into it. Why would anyone there at PB care about it?, its all a racket anyway.
Called ebay and they said they would get on it. 5 to 10 days maybe is how long they said it could take. Actually dont remember if it was regular days or business days she said. As long as they are on it.

I don't think that a reason of "wrong item" would bring the Global Shipping Program on board for this claim. It would be regarded by eBay bot as a seller mistake, which would put the seller on the hook for the full refund.

The reason 'wrong item' is a not as described reason in which case PB refunds international shipping costs and import fees regardless of whether the wrong item was the fault of the gsp or the seller.

I had a package opened by GSP once (of my two GSP purchases).
There was a letter enclosed saying it had been opened.
Was there such a letter in yours?
If not, there is a good chance that the problem was caused by the seller not the GSP workers.

Fir the international shipping portion it doesn’t matter who caused the problem as the gsp is responsible for refunding.

Still no refund for the shipping. I don't think it is going to happen without a fight.

The shipping portion of the refund finally showed up. What a hassle. I am not buying it that this is an isolated incident.
