i buy a motorola cp200 radio and the seller made a mistake and print the wrong
address on the label and he send me a message to let me know but he want me to
now pay for shipping to canada he wont ship my item. now i am afraid that because i said no
he might damage my item and ship it to me just to get back at me this seller
is not a good person all this happen today after i paid for the radio 07-19-2019 how can i get back my money??

Wrong address on a label, is a mistake the Seller can have the shipping company fix -- his problem, not yours. Or does perhaps he meant he didn't ask for enough money to ship to Canada when he listed -- again his problem, not yours.
This does not sound like this a Seller you want to deal with.
Ask to the Seller to refund your payment, since he does not want to ship to you.

in the listing it is clearly indicated...your radio...
shipping to Canada is $30.43US plus $7.58US import duties.
This seller has a 100% rating.
The wrong address came from somewhere.
Did you have an address in the US hoping to have free shipping and then tell the seller after purchase that you were from Canada?

I know why the address is not the same. It is a GSP item. Seller must ship to the Global Shipping Program hub and then the item will later be re-shipped to buyer.

That makes sense, sounds like a Seller who has never had a GSP enabled sale going out of country.

Ask the seller if the address he sees is in Erlanger KY.
If it is, tell him politely that he should ship there, because the Global Shipping Program plant in Erlanger will then forward the radio to you in Canada.
The $30+ shipping that you see covers the seller's cost for shipping to KY, plus the GSP cost for shipping to Canada, plus any duty Canada charges on the radio , plus Canadian sales taxes on the radio, plus a small service fee to the GSP.
The last three are covered by the $7+ "import charges".
Tell him his responsibility for delivery ends at the Kentucky plant. After that the GSP is responsible for delivery.
He does NOT ship directly to you. He does NOT pay to ship directly to you. You have already paid the import fees (duty, sales tax, service charge) none of which went to the seller.
Or ask for a cancellation At Buyer Request and your payment refunded in full.
