PayPal is evaluating shipping solutions for Canadian sellers that will expand the ways that sellers can provide ‘proof of shipment’ in a manner that is efficient and cost effective for both sellers and PayPal.

Small packets IS that solution but I would like to know if you would consider the copy of the filled out and date-stamped form as proof of shipping. Simple question, really.

Currently, sellers can qualify for SPP if they submit proof of shipping that can be tracked online.

We are requesting online tracking methods at this time because they can be verified accurately and efficiently.

Since ‘Small Packet’ shipments cannot be looked up online (no tracking capabilities), shipments through ‘Small Packets’ would not currently qualify for coverage.

But again, we are evaluating ways to increase qualifying shipping solutions to the US.

Hey paypalamanda: You said post 62 was in response to post 48. If you read 48 again, you'll see it refers to post 46. You didn't respond to what she's heard whereby buyers have been able to get their money back in this situation (see copy below). How can this happen?

Meanwhile, sellers should know that they can present evidence to dispute false buyer claims.

What evidence is acceptable? I have heard of buyers recieveing an item, leaving positive FB and even emailing the seller to thank them and then claiming non-receipt with paypal and getting their money back even after the seller forwards the email and refers Paypal to the FB left. What gives?

PayPal will sometimes request a user’s credit report in the interest of all PayPal members to maintain a secure online transaction environment.

Although this will show up on your credit report as an inquiry from PayPal, it will not impact your credit score.

Additionally, PayPal is committed to handling and safeguarding your customer information with high standards of information security, so you can feel confident that your personal information will not be compromised.

You authorize PayPal to issue pre-authorized debits when you add and confirm your bank account on PayPal, but PayPal will not debit your bank account unless you initiate it.

Here’s a section from our Payor’s Authorization for Pre-Authorized Debits (PAD) agreement that highlights that PayPal pre-authorized debits are user initiated:

“At my request, and at the times I choose, PayPal may issue PADs sporadically in a dollar amount that I indicate, up to a maximum of $200,000 Canadian dollars. Because I will initiate each transaction and will control the amount of each PAD, I waive the right to receive advance notice from PayPal of the payment amount to be debited from my Account before the payment date of PADs drawn on the Account.”

In regards to post #46

Since all disputes are different, PayPal has tried to establish fair guidelines that outline buyer and seller responsibilities across all cases. For cases involving claims of non-receipt, tracking information that can be viewed online is the only information that universally acts as proof of shipping.

With that said, buyers should not be able to abuse the system. While we don’t know the details of the case you mention, and therefore can’t comment, if this has happened to anyone personally, please let me know at paypalamanda@ebay.com.
