I understand eBay withholds sale money on new sellers until the transaction has been successfully completed. What if the seller has been around for years, in this case 2013, with only five sales. Is there ebay protection for the buyer?

EBay does usually hold funds from new or infrequent sellers so if someone hasn't sold in a year ebay will likely hold their funds. But there is always protection for the buyer whether or not eBay withholds the sellers funds.

yes indeed eBay does withhold funds,there are also listing limits and restrictions on the sellers' selling ability..I know this for a fact! I did not list/sell anything on eBay for over 6 months in 2021...funds were withheld., listing limiits were at a grand total of 10 or xx$. Your longevity and/or in good standing status means absolutely NOTHING when a seller takes any kind of lengthy hiatus from selling on eBay. This can apply to ANY seller...It truly sucks bigtime and is a most humiliating experience for longtime sellers...Sellers have to earn their way back...The withholding funds is a temporary thing and after a few successful sales that should pass and regular payments should come your way. The listing limits can be increased by applying every 30 days for an increase in those listing limits to achieve whatever level is desired. I am but a casual/infrequent seller now so the monthly free 250 listings for a non-store seller is good enough for me. I have 2 other selling sites where I put forth more time and effort as they are more rewarding and less fees than eBay..
With time and patience, all is doable. It may take several months but just gotta hang in there.Good luck!

Did you open your Managed Payments* account before your listed your latest items?
Were you aware that eBay no longer allowed sellers to use Paypal as a payment processor?
Were you aware that you will be charged fees on your customer's entire payment?
Did you know that you can use Held funds to buy shipping labels?
Did you know that eBay charges fees when items are sold?
Are you aware of the two Promoted Listings options?
Did you know that the number of listings for each "level" of selling has changed in the past few months?
Even if your own answers to those questions was yes, most returning sellers are shocked* by at least one of them.
And that is why eBay is Holding payments from returning sellers, so that he can prove his ability to steer his way through the changed selling environment.
*EBay is being remarkably stupid in allowing members to list without a Managed Payments account which makes it possible for eBay to transfer funds to the seller's bank.
