I read about the Ebay international shipping program, and I realize I have to be on Ebay.CA in order to use it (I usually list on the .com US site). Anyhow I filled out my listing as usual, but when it came to the international shipping section, all I see is what is message from ebay that says
In my account settings it says I am enrolled in eBay International Shipping but when I look at my listing using the US .com site, under shipping I see "May not ship to United States. Read item description or contact seller for shipping options. See details"
What am I doing wrong? Or is something on eBay's end broken?

Excuse me while I swear and curse at ebay.
According to chatGPT there are eBay International Shipping Program Size and Weight Limits (which or course are not mentioned anywhere on eBay)!
And if the limits chatGPT is giving me are true, they are pretty **** poor limits!
Maximum weight per package: 4.4 lbs (2 kg).
Maximum combined dimensions: 36" (91 cm) in length + girth. (Girth is calculated as the distance around the package, which means girth = 2 x width + 2 x height.)
What an utter waste of my time this has been. The more I think about it, the more I do not see a benefit of this EIS program. At the end of the day, my customers, which are mostly in the US, will still have to pay a duty or customs whether I ship to them directly myself, or Amazon does it through their EIS program. Also, if all of my items magically fit their weight and size restrictions, I actually get penalized by selling to the US in that I have to pay to ship my item to Mississauga, whereas if I just ship directly to the US as I have in the past, I normally charge the customer for shipping so at least I don't lose out on shipping costs.
Perhaps it is time to wind down my ebay selling. Between duties and customs my US customers will have to pay, and very few Canadian customers (because we are ALL struggling), I anticipate a HUGE drop in sales. The removal of the De Minimis Exemption (allowing goods valued at USD $800 or less to enter the United States duty-free and tax-free) has really ruined everything. Perhaps this new EIS program by eBay was just to distract Canadian sellers.

You have maybe 13 items in EIS, I find these by changing my shipping location to a country like Germany when viewing your listings.
I don't get the 'might not ship' message though when I check, so I might not be answering your question.
Looking at United States as the destination specifically....
Since you have shipping method setup for USA already, the EIS option showing for USA will depend if your shipping price is more or less than the EIS shipping cost.
If your existing shipping method cost to USA is less than EIS, then EIS is not shown when you select United States in the shipping location.
If your existing shipping price is more than EIS (not including the duties for EIS) then the listing will show your shipping price first, and EIS as the second price.
(This is my observation from changing shipping costs to see EIS costs at least)
Example listing:
https://www.ebay.ca/itm/235768030632
If you were to experiment and edit your shipping cost on this item (which is in EIS) to a much higher price and select United States, then the EIS shipping cost should show up as a second shipping method when you select USA as the destination instead of only the standard shipping method shown. Or select other countries to see EIS shipping costs to those countries.

Most of my older US shipping prices are $0.00, same as for Canada.
My newer ones are $10.
(Overseas are between $5.99 and $19.99 depending on the value and the bulk of the item. )
If I change that to, say, $25 for USA leaving the Canada and overseas intact, will eIS show for US shipments?
I'm happy with Canada Post for domestic and overseas shipping.

This is very interesting to me, but totally confusing as I am old and it is late. Currently I only ship to Canada and the US. It is all tarriff free. I don't want my shipping costs to go up any more than they have already so I wasn't looking at EiS as the horror stories of shipping costs doubling. Now if I was to sign up for EiS and my items were available to other countries, would the costs for the US shipping be affected?

Your shipping cost is the cost to ship to eIS in Canada. What the buyer pays is a different matter.

Any of your listings created on dot com for now will not show. On some of your other listings it appears you do not have US shipping. Other thing that is critical for items to be included is Coo is required in the specifics details. Nativity scene shows Canada only.

I FULLY realize I have to make my listing on the dot CA site, which is what I did, but under international shipping portion of the listing I only see the message

And you are enrolled in eBay International Shipping. I just checked a couple of your listings. eIS shows up as the shipping method for the handful of countries that I checked except the US, which shows a much less expensive flat-rate standard shipping method. If you don't want to ship to the US under your own steam, you'll need to get rid of that option.
@jtg204's post explains what's going on here. If you're still getting a "does not ship to the United States" message on some of your listings, perhaps you could post the item number so we can take a look at it and get a better idea of what might be going on.

I am having the same exact issue, on our other selling account that has been enrolled to eIS. The eIS shows up for international countries, except for the USA where is says has the "Will ship to United States. Read item description or contact seller for shipping options." message. I've tried revising the listing using either flat rate or calculated shipping to the USA, and the eIS option doesn't show up. The listing is: https://www.ebay.ca/itm/389214294706
I currently have no US shipping rate set in the listing, and have "additional locations: USA" selected. eIS doesn't come up as an option when I view the item. We aren't sure if we've missed something at our end, or if it's an eBay glitch. If anyone has a solution, we'd love to hear it.

Do your items showing the might not ship to USA have the COO set?
11-16-2025 11:54 AM
It is NO LONGER TARRIFF FREE. They removed the $800 duty free limit a few months back, so if you look at your US listings it will have some warning blurb to buyers that they may have to pay duties, which I have zero doubt will kill our US sales.
11-16-2025 11:57 AM
I listed a few items on ebay.CA recently, and they DO NOT show up in the US or Europe. The only thing I can think of is that they are items that require high shipping charge which MAYBE the EIS program might not like (??)
11-16-2025 11:59 AM
I know the nativity scene item shows Canada only, and THAT is the problem. I did enter the country of origin, and my shipping policy does not have ANY countries blocked. This is beyond frustrating.
11-16-2025 12:12 PM
My nativity set shows it will ship to Canada only https://www.ebay.ca/itm/236463483784
I have country of Origin set to China
Under International Shipping (when I go to revise the listing) it shows the followin

Only thing I can think of is the item listed might not be covered by EIS which includes things such as collectible coins. I also wonder if there is maybe a size limit to items covered by EIS because a few of my listings do have EIS but they are smaller in size compared to ones that I EXPECTED to have EIS (large painiting, nativity scene in a box that is close to 3ft x 2ft). I am left guessing.
Of course the email I sent to eis@ebay.ca has gone unanswered.
11-16-2025 12:19 PM
I have the country of origin set (China) and the package dimensions and weight entered. Under shipping policy, I have one I wrote which has 4 shipping services listed under Domestic shipping, while under
11-16-2025 12:21 PM
It's a guessing game at this point.
Mine changed, and EIS showing is no longer based on my shipping cost being lower or higher on items I made no changes to. So my explaination above is no longer valid.
I've given up trying to figure out how it works.

You’ve got an exclusion list on that listing that covers just about every country in the world, including the ones that eIS generally ships to. While the United States doesn’t show up on there, I’m wondering if it’s getting caught up in that net anyway.
Did you create that exclusion list? My understanding is that a user-created exclusion list will override whatever eIS settings are in place.

I have a shipping policy and when I view it, it shows that the excluded locations is set to NONE.

What do you see when you view the listing itself, the way a prospective buyer would?
